A mediocre Serpico-meets-Day-of-the-Jackal thriller with undercover street cop Stallone going mano a mano against international terrorist "Wulfgar," Rutger Hauer. The film is worth seeing for the shots of New York City and its aging subway cars and discotheques. (Principal photography began January 1980.) Also, it allows us to view a time when the militarization of the police was not a foregone conclusion and international terrorism was not synonymous with Wahhabite Islam. Plus, Billy Dee Williams plays a decent sidekick. Oh, and Keith Emerson, of Emerson Lake & Palmer prog rock fame (who committed suicide last year), provides the bland, made-for-TV score.
